    It looks like the river has been diverted to form a circular canal around (and through) the palace area, is that so? Very neat concept. Are the rivers flowing from essentially north to south here (and NW to SE)?

    These are canals, yes.
    The rivers are flowing from SE to NW; the next coast is a few hundred km to the NW.

    That makes even more sense, I think, as that would place the eastern quadrant (and therefore the palace) on the high ground.
