I'm pretty sure you need to have 5 posts before private messages open up to you. It is set up that way to keep spammers from flooding us.
Inbox - don't have permissions?
It seems like I don't have permission to use the Inbox feature. Is this intentional, or is there something wrong with my account?

That is correct, you do need a minimum of 5 posts before the PM feature is available.
