Interesting notion. I don't know anything off the top of my head. I'd be inclined to use Photoshop or Illustrator, but I'll bet you could find something with a search on fashion design software. Or possibly costume design. I guess I should have paid more attention to the fashion students at school; I might have learned something useful!
I'd probably go with photoshop, makings base uniform from a pic and then adding insignia, chevrons, bands, colors etc etc :)
