It is a matter of sensorial bandwidth.
There are Insects that see ultraviolet and snakes that see infrared. They see colors, we don't even have names for.
So yes, color reception and the resulting color theory is a thing of human perception.
Why do you ask?
And it goes further. If you would live in a different spectrum of light for long time, your brain will start to set this
spectrum on default. We adapt what we see. Our visual perception trains and changes constantly.
