I have no idea if this will be helpful or not, but : Ukraine, Admin/Political Boundaries - 1M - E00 Format - Free GIS Data - GIS Data Depot
You'll have to register at the site to download anything, but I suspect that you might be able to extract some of the information you want from the document entitled "Populated Places - Points". You may need GIS software to put the data into a format you can read. That's well outside my area of expertise, though.
