Even if I am correct, I would still advise you to follow your heart. This whole Cartographers Guild thing, it seems to me, is more about passion and skill and learning new techniques than it is about definitions and rules.

Do be aware that CC3 has quite a learning curve, particularly if you're already used to other graphics programs. Work the tutorials that come with the software and ask for help, though, and the learning process is much quicker.

As to CC3, you could use a tablet, and I have one (bought it like two years ago), but I will be honest I have NEVER used it, and I like to think I turn out some pretty damn fine CC3 maps.
So, check out CC3, and don't worry about needing to have a tablet to use it. It will work with one, but doesn;t require one.
