You can try some of the Photoshop tutorials, they hopefully should translate over without to much of a hassle.

Though this in no way is meant to reflect the quality or abilities of Paintshop Pro, I would suggest trying GIMP again primarily because there are very few people on this board using PSP compared to GIMP. If I am understanding you correctly, you are trying to change the blend mode of a layer to Overlay. In the Layer's dialog:

Note that I have 3 windows up, the two outer windows have multiple "tabs". The one one the right is the Layers, Channels, Undo, Paths Dialog window, but it could contain many many "tabs" or all of those tabs could be moved into the Toolbox window if you prefer.

As you can see from the screenshot, on the Layers tab, there is a drop down named "Mode" and this is where the various blending options come from.
