Merely decorative. The blue and red stamps were supposed to represent random (Or not-so-random?) doodles by some Faerie who got ahold of the map. The circles within the blue stamp line up over key locations/places of magical energy...Quote:

EDIT -- Modern "Avalon" pic attached with the Tor on top. The hill with the Tor would have been an island in old times before they drained the low lands. I would imagine that some of the other hills around would be above water too. Must have looked mighty odd and magical.
