Hmm... you say your using Photoshop, but this style looks very much like RobA's tutorial(which is great for beginners to learn general techniques). One thing I think GIMP does out of the box better than PS is creation of noise and how much control you get over the noise... Anyway, One thing I do is tend to use multiple layers for blending moutnains, with each subsequent layer UNDER the others having less noise for the base bump map. If you try that approach, I would HIGHLY suggest using Layer Masks (see my sig if needed) instead of blurring the actual "noise/texture" itself (and I never use spread at all) for an integrated blending effect. You might also want to look at another of RobA's tutorials on making mountains as that one produces better overall results.
