Lot of ways to do this; here's how I do mine: New layer, fill to zero, pattern overlay of black and clear stripes, mask out the land. Pretty simple. You can take this further by flattening the layer (merge to an empty layer underneath), then doing up some filters like wind or ripple or wave.

Thanks alot for aiding, but what do you mean by "fill to zero", and "mask out the land"? Not really more than a novice when it comes to PS...

    Masking out the land:
Ctrl + Click your layer with your land.
    You get an selection.
Move on to the layer with the horizontal coastline-markings.
Click on the box with a circle in (at the bottom of the layerbox).
You have masked out your land.

To remove more of the coastlinemarkings just paint black (At the masklayer that appeared next to your Coastlinemarkings-layer) where you want them to disseapear.

Here's a link to a tutorial which produces a similar look (and superior to the example you posted, in my opinion): http://www.io.com/~sjohn/uresia-maps.htm
