It's the little star button under a person's signature. Click it and type in a little blurb saying what the rep is for, submit it and you have given rep
As for what it is, it stands for reputation. A high reputation means many many people have decided that you posted something beautiful, or intelligent, or helpful, etc. You have some rep too! You can see who gave it to you and why by clicking the "Settings" link in the top right corner of the website.
