The Path to Treasure Bay: Part One - Richard heard about the map

"I got home to Richard after work and he sat at his computer as usual. He said he talked to a strange guy at the pub the night before. This guy, an old man (with a patch over his eye), told him the story about a rich pirate captain who had a secret bay where he had hidden all his treasures. The only real clue, he told Richard, was a riddle on an old pirate map:

To find the path to treasure bay. Solve the riddle right away.

Now if we only could find the map itself... maybe some more clues about the bay..."

The Path to Treasure Bay: Part Two - Finding the map

"We heard that there were some old maps at the library and we went there the next day. Miss Maple brought up some old maps from the archives. It was not long until we had found the old pirate map.... but it was all filled with strange symbols. What did they mean. It was like the long dead pirate himself was trying to talk to us. How could we find the path?"


This is the final map. Now go ahead and find the treasure.

If the font is a simple cipher then I can't get it to equate to anything. I thought I'd found a couple of 'the's in there, but then the rest of it doesn't add up. I must be going wrong somewhere...
