    Default Software to display Layered Maps.

    I'm in the process of creating a map (that I actually plan on finishing) and I've come across the issue of having too much info to be clearly displayed on the one map. One option would be numerous maps however that just seems so cumbersome. Instead I was thinking of the old Atlases I used to look at back in my schooling days and they all utilised transparent overlays for various data-sets (political maps, etc).

    So, does anybody know of any software (prefferably free) or file formats that will allow most people to easily view a map with multiple layers?

    Gimp can handle many layers but people would need to install it first.

    @ Azelor

    Trust me when I say I am well aware that GIMP can handle layers. I think I might go a bit layer crazy when making maps. Anyway the need to install a new program would be a problem for some people.

    Thanks for the suggestion. I've had a quick look at their websites and it seems to me that just learning to use such software would take me quite some time.

    If you first produced the various images you need, you could then use flash or even plain html to make a simple interface capable of showing the required version of the map.
