The image you provided as an example is from Crusader kings 2. You could recreate your map in the game with some cheats.

Hello, I am trying to launch a project for the complete graphic remaking of my game ). This includes the remaking of the game map (Europe) therefore I need to collect some contacts and know a possible price range for the job so i can run a kickstarter project for the whole task.
The current Map is this: (zoomed in)

Scale: I don't know this infermation. The current map is 3000px x 2350px.

When some kingdoms conquer a region the game engine needs to color the region. I don't know technically how to do it with a vectorial map, I think maybe is possible by making a greyscale map and then manipulate with some jquery tool (like Mapael). (if you know how to do, please tell me).
