    I would just make a repeatable hex pattern define it as a fill and then fill a layer with the pattern. Like this:

    That's what I was looking for RP, but I could find any examples of how to create one.

    1. Start a new document
    2. Set your current brush to 2 px, 100% hardness
    3. Pick the Shape Tool
    4. Choose the Polygon Tool, 6 sides, path
    5. Draw a polygon to the size you want
    6. Right click the path
    7. Choose Stroke..., pick brush
    8. Delete the path
    9. Copy the layer 6 times
    10. Position the other layers aligned to the six sides
    11. Place gridlines at the centers of the outer hexes forming a square
    12. Draw a rectangle selection from corner to corner of the gridlines
    13. crop the image
    14. Save as a pattern
    15. Done.

    Or you can just load the attached pattern (make sure to remove the '.txt' off the name to use it).
