Looks about right, as the threshold in the tool is set to 0. Setting it to a higher value will select more of the white area.

I've followed a couple tutorials here and have made a few maps. But I've ran into the same problem twice now.
The tutorials have me make some noise layers, etc. Then they have me use the fuzzy select tool, with a setting of Sample Merged - Threshold 0, to select the black area. But....it doesn't do what theirs does. Here's some pictures to explain. Can anyone help?
