It was a rogue permissions inconsistency from my anti-spam efforts. I just didn't test it as thoroughly as I thought...I made a change after my major tests that seemed to turn off attachments for regular users Had to put all of the forums on advanced permissions in order to access the post files permission block.

Thanks Robbie. I tried to edit the first post and add the pdf file as an attachment, but it errors out before the upload completes. I'll try it again from home tonight.
