Making Atlas styled map stuck need help

Ok so im using the Atlas styled map guide on Youtube to make my super cool fantasy map but im stuck on step 212 with my borders, (Note: i am using Photoshop the latest version.) Im trying to use the magic wand tool to select a specific country but instead it selects the whole continent, there are no gaps in the borders and they reach to the sea and nothing i do works. Well unless i draw my borders on the country 1 layer but i know your not supposed to do that. But in any case i just cant figure this out, everything else in the tutorial up to this point has worked perfectly and i just dont understand why this wont work. Have you checked the contiguous pixels box? You want to select only contiguous pixels otherwise it will select all of the even if they are miles apart.

But step 212 seems like it is just a verification.

Yes contiguous is on and tolerance is at 0%
