It sounds like Escape from New York. There was a film before the LA one for new york. See here. It also had all but one bridge down and that was heavily guarded and the island was also a wreck but in this instance a huge penal colony.

If I had better creativity and art skillz I would so have loved to have done New York in the style of Judge Dredds Mega City One and the accompanying board game. Have you guys seen that ? Its a bit of a collectors piece now but if you can ever get a copy then its worth it. There's no board game that is 10% as good as that one. If anyone has played it then shout cos I gotta compare strategy. I thought about and dismissed that idea right away but it would have been fun to do.
