What softwares to make maps of territory and linguistic,ethnic distribution

Hi

Do you all know what free softwares should I use to make maps of:

*ethnic distribution, very detailed map like this one: https://en.wikipedia.org/wiki/File:A...ary_ethnic.svg

*Linguistic distribution, like this one: https://en.wikipedia.org/wiki/File:C..._languages.png

*Territorial division, like this one: https://en.wikipedia.org/wiki/File:HRR_1789_EN.png

I don't mean to make maps of Germany, but instead, of South China using only free software. I would make them and then upload on Wikipedia.

If your using pre-made geographic divisions, you could use something like Qgis : http://www.xocas.com/blog/en/ubersim...pleth-in-qgis/
Otherwise, if you need to customize the borders, I don't know how it can be done with the software mentioned above.

I would probably use Gimp to make the map since you can do pretty much all you want once you get the hang of it.
