Ok, I tried something... I tried to make up a copy for the hull of the ships and part of the poonton and bump maps it on the water surface; with a very low opacity and a bit of de-saturation.
The idea was to give it the appearance of the hulls reflecting on the water surface...
Honestly, I am not sure how well it works, I'll need to take a step back...
Anyway:

Looking at it again, I am thinking about keeping the leftmost ship intact but cutting through the reflection of the rightmost one.
That really looks good. I wish I had thought of it when I did my ship map recently. I think you've nailed it

It is not too ham fisted? I am still not sure I like it...
not at all. You have a lot going on with this map (as all maps with a lot of lighting effects do) and you've got it just right
